If you want to learn a language and be proficient at it, then 1000 focussed learning hours seems to the average. However no one does 1000 hours one after the other, so it ends up being 1000 hours spread over a number of years. So the 10,000 hour rule CAN have some validity.
If however you just want to be communicative in order to travel, you can get by off 500-500 hours easily.
