As mentioned above, the job-seeker has to be really special to pull this off. If they are, the employer should be willing to ante up with a 10% bump from the initial offer which is often a lowball number anyway.

First things first, why would you order a rum and coke at a brewery? I am in Human Resources and have a recruiting budget. Paying a one-time fee to a Recruiter makes more sense than paying a new employee a higher salary which would be a recurring cost. It would not be advised for a candidate to approach me in this manor. This reminds me of the Ben Afflec scene in Good Will Hunting when asking for a retainer.

Interesting perspective, but from past experience paying the fee to a recruiter was always painful as approximately half our candidates came off the street, half from recruiters (i.e. from the outset it seemed like an additional loss to pay a recruiter, not a bonus if that did not need to be paid). From a personal perspective, recruiter fees were never priced in to the offered salary, they are more of an additional overhead that will be avoided where possible.

This is more wishful thinking than practical for many job seekers. If the company wanted to use a recruiting service they would have done so to find a candidate just like you or better. Think about it. If they could afford to do so but chose not to and found you themselves via mutual networking, why would they give you the money they can put away for a rainy day? They'd simply make you an offer commensurate with industry standard and your background. As a business owner, it would rather silly to give away money just because I would have spent it anyway. The fact is I didn't spend it on a recruiter and I am keepng it. When you earn the salary bump then those funds are at play.
